Microsoft dumped Bizarre before the Activision aquisition?

Well it now seems that prior to Bizarre being bought by Activision,Microsoft had informed the developer that they would no longer be developing the Microsoft owned PGR series after PGR4. Did this spark Bizarre being sold to Activision? Maybe,read the full story here.
